Deep down, they feel something from these prisoners that makes them feel safe. Ultimately, all of us just want to feel safe and taken care of, even the “bad” guys. If they can do it, so can we.

Since only the "good" prisoners get to keep the cats you wonder about whether the cat owners deserve to be imprisoned -- long sentences that good people get stuck with, people either good from the start and wrongly convicted, or "reformed" earlier on and stuck in prison for many years.
The recidivism rate is really the salient point. In 24 for states it's over 80%. How incredible would it be if it's cats that helps bring that number down.
Yes, and. There's bigger fish to fry than the cats making things better, where there has to be the will to make a major overhaul where the whole living situation and the hopelessness of life sentences needs overhaul.

It's so logical to be the caring cooperative world we need to be that I just can't accept it being too big a leap for us to make. We've gone so far in the wrong direction that it won't be an immediate peace and love kumbayah, but it is life or death so for me it's all stops out for getting on with it!
The US prison system exists to incarcerate and torture POC. Oh, Norway is racist as fuck and if they had as many POC as the US does, their prison system would look similar.
